The communists have always used food as a weapon, after confiscation of the guns. Look at what Stalin did to the Ukraine, for example. When reports starting making it out of the state-controlled media's reign on information from the Ukraine, people started asking questions.
Stalin exclaimed that these were capitalist lies, and to prove it, he took the grain he was withholding from the Ukrainians, and started exporting it to the world to show that they had surpluses. Millions starved to death.
One of the biggest challenges of globalization has been population explosion in areas where it normally wouldn't be possible, but with aid from foreign countries and technology developed and distributed by the UN, people's lifestyles have changed dramatically. Africa, for example, went from tribal subsistence farming, to over 90% of the people living in cities, often constructed of refuse. Africa doesn't have a series of rivers and deep sea ports that can sustain its current population without surpluses from foreign countries, and no amount of policy or good will can shape geography.
