You don't have to give any orders to kill Americans if the people you would order are the first to be targeted by the cartels, who are way better trained and experienced than 99% of US LEO's. You have to remember that Clinton started sending SF to train the Mexican military in CQB and other advanced light infantry tactics back in the early 1990's. The Mexican Airborne El Gafe unit's commander realized what kind of power he had with hundreds of highly-trained gun-slingers of that caliber, and went rogue, forming Los Zetas, who immediately became the enforcers for the Gulf Cartel.

The main factor that will really set the blaze into widespread conflagration is when the next economic attack triggers food shortages.
