Belatedly it was revealed that SpecOps were IN the tanks at Waco. Equally belatedly the helicopter FLIR footage was released, clearly showing men dismounting from a tank, proceeding to the base of the Davidians' home, and you can see the fire erupt from that exact location while the two men are there. Subsequent footage shows full auto muzzle flashes directed at those fleeing their burning home.
