They're up for re-election in 2014, and only a few can afford to support this type of legislation. Of course, after the last blatant massive election fraud without much of a peep from the peasants, they might be feeling pretty safe with accepting foreign bribes in the form of bundling with no accountability for the sources of the money, so with the help of the propaganda apparatchik, they can plow through into "re-election" while the boy scouts' and girl scouts' voices are ignored.

Maybe foreign funding could account for Manchin's behavior---

Why would a US Senator not need funds? This is because there will be no campaign. Joe Manchin is too young to retire from a position of such power. What does that mean?
