I've been thinking lately... after reading the bill (that's enough to make you puke..), and maybe I missed it but, I don't see anything that defines the upper as the "gun". As I understand it , the lower has always been the "gun", bearing the serial number and requireing the FFL, etc.
If that's the case, you could have a decked out upper having all the "violation stuff (shroud, threaded, forward grip, etc.), and have "ready" lower, stored un-assembled to the upper. Just a nice thing to think about...
