Taking Texas Rep. Steve Toth's EXCELLENT idea to every state seems a great idea, so I sent this to the representatives and state senators in my home state. Please feel free to copy and paste it or revise it to your own tastes and send it to every state representative and state senator in your own state:

In the twentieth century governments murdered 1/3 BILLION of their own people, NOT including war. Mass murder by government dwarfs all private violence. In view of recent federal involvement with torture, extrajudicial assassinations even of American citizens, drones, indefinite detention, military tribunals for civilians, etc., I beg you to sponsor [your state here] legislation similar to Rep. Steve Toth in Texas:
