Sure they can get away with this!
They got 'slapped' for 1) an outright ban on handguns in Chicago and 2) an outright ban on carrying for self defense. However, this law would not ban all guns, it would still allow O/U shotguns, bolt action and break open rifles. It would allow revolvers. It would allow some semi-auto pistols if they are not capable of extended magazines. So IF crafted carefully, this law could pass court scrutiny.
FURTHER, if it passes and is unconstitutional it would take YEARS, perhaps DECADES, going through the courts before it is found unconstitutional and that would effectively ban all these weapons during that many year time period.
