Actually there is no requirement to use 5.56mm - competitors can use whatever they like. But, as I said, if they offer something in other than 5.56mm, they have to provide their own ammo.
The rest of your post reinforces the suggestion I referred to: the interim solution should be the improved M4. Anything that replaces it should not only be a better rifle, but also come in a better calibre IMO.
