Most likely MGM as they make the steel targets for most high level competitions. I have several of these poppers made my MGM and you have to physically re-set them. I also have a number of auto poppers (6" - 12 " round plates) from MGM, some which were custom jobs and they all use a simple but large spring. They move more with heavier bullets than lighter bullets and their stand is made so when the plate slams back into place, the target doesn't fall forward.
You won't find a full sil that works using springs but La Rue makes an electronic sil that is about 1/4 size that drops if you hit it and goes back up on its own using a motor. They are about $1500.00 each and you would have to make a stand to get them well above the groud at longer distances or you won't see them. Also, they are pretty small so about 600 yards is it for them.
Now, back to the u-tube propaganda film. The pepper poppers you see in that film are set using a bolt that adjusts the plates for sensititivty in order to let them drop when hit with light bullets. You can see from the initial film that they are all angled forward which means it takes a bullet with more kinetic energy to knock them over. What they did was to set them so far forward that no .223 made will knock them over. Those pepper poppers are not easy to push over to begin with and I can easily set mine so no Grendel load would push them over, either.
MGM makes some flag targets at a pretty high price but which are dependable enough to be used for national level competition although I believe the IPSC stuff for carbine or rifle is only 300 or maybe 500.
