He has a 16" brl. CLGS, The rifle was purchased from JSE.
I'm with the others that are leaning toward the over-gassed system. Are the feeding issues only happening with a full mag? Or does it seem to be hit and miss regardless of what the mag round count is?
First thing to get as LRRPF52 has suggested is an H3 buffer, if the problems persist get the M16 Bolt Carrier or adjustable gas block, the Carrier is easier to install but it will cost you a little bit more money, The adjustable gas block will allow ultimate control over the gas system, but can be a bit of a bear to remove if locktight was used in its assembly.
