Not knowing full details, and assuming it's not simply a feeding issue, you might consider checking headspace (make sure the bolt is appropriately matched to the barrel). Also, and again not knowing details, I wonder if your system is overgassed, which can cause one to chase all the wrong rabbits trying to get things right. Just throwing a couple of things out there...
