IMO, the best way to present this idea to the decision makers is via the "picture is worth 1000 words" method. Instead of writing a multitude of documents (not that it hasn't been fun
), show the results of terminal effects for the different calibers. And demonstrate the difference in such factors as controllability, hit probability, etc.Of course, this would require actually getting the requisite weapons, modifying and shooting them in "hands on" test and evaluation... :o
