I saw that you sent me a private message but my mailbox was full, I thought maybe it might be in response to this.
I agree that a really short neck can produce very low standard deviations in velocity. My Stolle Panda actioned 6.5 Grendel was designed for short distance but very high precision use so I shoot 81.5 grain custom bench rest bullets out of it. They are seated less than 1/8 " into the case mouth and I sometimes get 6 fps standard deviation velocities out of it. That isn't appropriate for a gas gun at all, but in a bolt rifle in which the ammunition is handled much more carefully, it certainly works.
I don't think you will gain that much more powder capacity with the mods you are proposing, I would think you would still be limited to 32 grains or so.
