My concern with aiming to match 7.62mm/20 inch performance with a 14 inch barrel is that it it will put up the ammo weight and recoil significantly compared with a round which just matches 7.62mm M80 in the same-length barrel. That will hurt the other half of its role, which is to replace the 5.56mm - for which it needs to be as light, and light-recoiling, as it can be. This cartridge needs to be a juggling act to get the right balance of characteristics, and you can't over-specify in some areas without hurting others.
