The threshold is what must be accomplished,
The objective can be viewed as a "nice to have" provided the other requirements are met.
Both can be exceeded in a competition for more points as long as all the thresholds are satisfied.
The juggling starts as soon as we have a complete list. Doesn't mean that there won't be a lot of discussion in the interim.
Do you want to tackle item 2 (barrier penetration) next, or would you rather get threshold and objective statements for recoil and ammunition weight next?
