California has a really strong high power rifle program and the junior team, the California Grizzlies, they are the only civilian team to beat the Army Marksmanship Unit in the National Infantry Team Trophy Match. If you are not familiar with this match it is also called the rattle battle match and is a ton of fun. Starting at 600 yards and advancing towards the targets to 500, 400 and then 300 yards with 50 seconds at each yard line, using 30 round magazines and shooting as fast as possible while keeping hits on a man shaped and sized silhouette E & F targets. Mag change time is a at a premium. The only bobble I've seen from the California team is when they are trying to find a cartridge with a bullet to dump their empty magazine, forgetting they are in Ohio where a finger works for that purpose.
California has some really stupid laws, but they manage to produce some fine riflemen and women in spite of those laws.

To your original question, there is no need to disable the gas system, that is way to left leaning for the US, just put in a California mag release. That is a totally ridiculous requirement but at least you can still enjoy the rifle for what it is a gas operated semi-auto.
