I am not sure about the paper/steel. I know that some guys have been ticketed for shooting varmints off their shooting trailer without having it disconnected from the tow vehicle. It falls under the same law as shooting from the back of a pickup truck. Anything that is attached to the vehicle becomes part of the vehicle in California. It probable falls under discharging a weapon from a vehicle and makes no difference if it is hunting or target shooting. I just mentioned it because I saw that you were in Southern Oregon and there are a lot of guys that come South to shoot ground squirrels during the outbreak each year.

Your portable platform looks very nice. Be safe and stay out of trouble so you can shoot another day
