I think a pine cone cop was screwing with you. Don't confuse wasting game with poaching. Poaching is shooting a protected mammal or bird out of season, without a hunting license, without a tag or validation or outside the unit of the hunt area. Wasting game is wasting any edible portion of a game mammal or bird. Coyotes and sage rats are both predatory animals and unprotected mammals, meaning they don't follow under game mammal regs and therefore you can not ever be poaching or wasting game. You do need a hunting license, but that is all. This is from the Oregon hunting regs.
“Predatory Animals” means coyotes, rabbits, rodents and feral swine which are or may be destructive to agricultural crops.

Common unprotected mammals include coyote, badger, gophers, moles, mountain beaver, marmots, porcupine, skunks, cottontails, black-tailed jackrabbit, rats, mice, opossum, nutria and weasels.
I would have asked the Pine Cone Cop to show me exactly where in the hunting regs it says I must pick them up. It's not in the regs...at all. You can let them lay. But don't just trust my word, look up the regs.
And nothing ticks the PCC off more than nowing their regs better than they do.
