$1400 for a Colt upper is pretty whacked. I have a factory SBR registered Colt Commando (LE6933), and it was $1350 for the whole shebang... I haven't priced them lately, but you should be able to find one for less. I'd ask on Arfcom's industry section on the Colt board if nothing else...
By comparison: I just bought a Colt 6940 that lists at $1271 wholesale, so a 6933 should be had for less even with the markup!
