Being safe is relative to the moment, but when it comes to the Gaza strip, political, military, and terrorist conflict has been the norm for the last 75 years, not that the region hasn't been in repeated conflicts for centuries.
I would liken it to living at the bottom of an active volcano. You are safe except when it is erupting and you know from past experience that more eruptions are coming.
Given how hard Israel has fought for the region and given the amount of conflict that has occurred right there historically, you would think security would be better, that they would want their people armed given. Apparently not.
