Id pick a moderate temp and do load development there first. Inside of 600 yds, large ES/SD spreads are not a big deal. Bryan Litz has seen/documented large differences in ES/SD with changes in primer/powder combos! Its his number one factor, variable, when looking for stable combustion. Changing primers first makes more sense to me and is easier than looking for another powder, right? You can skip ahead in this link to 1:24:00 where he addresses it!

I think a lot of the confusion still stems from trying to draw conclusions from to small of a sampling. 3-5-10-15 shot groups are really statistically insignificant and can be misleading. I was as guilty as the next guy of doing this for decades, until the Hornady Podcast guys convinced me otherwise.
