Factory 90gr TNT ammo from Federal is already doing 2900fps from my 17.6 Lilja Grendel.

Those were all 15ft from the muzzle, not actual mv (which is faster).
That was measured March 11, 2017, 68.2 - 70.0 F
From a 28, you should be seeing ~3107fps at 15ft from the muzzle in 68-70 degree temps with the same ammo.
