Annealing gets rid of brittleness from work hardening that occurs after brass is fired and resized several times. That hardness would not be present in new brass. Son annealing wont solve this issue.
Ive had no issues with starline, its always possible they made a bad batch. However I think its unlikely.
Hot shells usually cause other issues first. That leaves the chamber.
