IIRC, I did read it online, but it was some years ago and I didn't consider it important enough to record the URL. Can only suggest google...

I wonder if any of our participants have enough background in interpretation of the law to do a non-binding pro bono review of the language and generate a summary of constraints?

As I recall, the Hague restrictions are quite specific, and those (i.e., the US JAG) who "interpret" it do so because they want it to mean something other than what it says.

And Gene, that's all I intend to say on the subject.
