I think it would depend on the actual language used in the law. Some States require expanding soft point or hollow point ammo and specifically state no full metal jacket. By definition FS TUI is monolithic bullet designed not to expand but to tumble which could be a violation in some jurisdictions. To me Full Metal Jacket implies a metal jacket cover an inner core (usually of Lead).
Here is what I copied from Illinois Law for Deer hunting which is very restrictive on hunting regulations for centerfire firearms. I think the definition of ammunition in regards to what is permissible might have similar verbiage. I think an Officer reading the box of TUI could see non expanding and charge a hunter. On the photo in DNS post I dont see the TUI as marked as hunting ammo. It might be printed on the box that it is hunting ammo so it would be Officer discretion as to whether this ammo fits the definition needed in Illinois.
Non-expanding, military-style full metal jacket bullets cannot be used to harvest white-tailed deer; only soft point or expanding bullets (including copper/copper-alloy rounds designed for hunting) are legal ammunition.
