Letting the heat "soak" down the case sends the annealing effect down where it's not supposed to go. Annealing softens the brass by removing the work hardening done to it by the resizing. So if you soften the rest of the case body or down to the base, some kind of problem will crop up, whether a buckling during resizing, or a kaboom b/c it can't handle the pressures right, or something...
