Forgot to mention about the plate and/or bullet deformation. The ram is made of 3/8" carbon steel, and in reality there is some amount of both bullet and ram deformation. This takes some energy, or KE, away from the momentum equation, so the impact velocity would need to increase to still knock over the ram. I don't have a value for amount tied up in the deformation, so if you want you might need to raise impact velocity by 5 or 10% to account for that deformation loss and still tip over the ram.
