Rare Breed didn't get raided after all. ATF has a history of railroading people until they are confronted will an unwinnable court case.
Example: on at least 3 different occasions ATF dropped their cases against prohibited people in position of or selling firearms when it was just an AR15 lower. Why? Because if you read the federal definition, an AR15 lower is not a firearm.

Title 27, Code of Federal Regulations, section 478.11 defines a
firearm receiver as, [t]hat part of a firearm which provides housing for the hammer, bolt
or breechblock, and firing mechanism, and which is usually threaded at its forward portion
