You are not splitting hairs...Muzzle devices can help or hinder both precision and accuracy. It all depends on a few things; what gun it is going on, the type of shooting, bullet and how it is designed. With a Lilja you will be able to see results with and without the device.
I did a test a while back with a Lilja barrel; brake on and off. 4rd groups at 100 bench rested - 2 bullets tested. Results are that the brake helps.

That said, I bought a 6.5 cheap-and-cheerful (Chinese?) brake for a 6.5*47 bolt gun recently and it definitely made things worse. So I figure it depends on a few things. Only way to be sure is to try it on and off when you get it to justify having it on.
