For a $1500 budget, I would look at NightForce and a Vortex Viper PST FFP 4-16x50. For a mount, I would look at AAD 20 MOA cant for a dedicated 1-piece base, and LaRue LT-112 with 20 MOA cant for a QD mount.
The best bipod set-up I have ever used on the AR is a TRG with a custom TRG receptacle mounted to the handguard, but those are unavailable here. I like the Tango Down bipod the best I would say, but I personally use Harris BR-S, and fight with them all the time. The bipod code has not been totally cracked yet, in my opinion.
