There's so much wiggle language in that letter we can't predict everything they're going to consider, but they do outline that a pistol brace, alone, would not classify a pistol as an SBR. So it is possible for some format of an AK or AR pistol, likely a very basic one without any forward accessories could still meet the definition of a pistol. All that depends on how they proceed on defining something 'too heavy' or 'too difficult' to fire one handed. Thats the real sneaky part in this letter is that they say they will be consider that a factor, brace or no brace... could spell the end for entire classes of pistols above a certain weight for their design.
