This is a false assertion unless one refers to existing bullets.
Physics tells us that, for the same bullet weight, the 6.5 enjoys a greater sectional density. That alone will give it an edge.
The fact that the 6.5 carries velocity better means that it will also retain its armor defeat ability further out.
