Maybe some online retailers are following that impression of the $100 limit since there are 30% customs duties on anything between $100-$1000.
When I asked several of the people I lived with there for an address, they chuckled and didnt want to talk about it. Most of the mail boxes were ripped out of the walls in the apartment buildings I visited in Moscow region, even on new high-rise apartment construction that wasnt finished.
There might have been one apartment complex in an upscale neighborhood in Moscow that didnt have the mail boxes ripped out. Those people had a huge apartment filled with books on dead languages. They regularly traveled to China as well.

Russian post does not deliver goods to mailboxes. Either by courier, or you get a notification and personally come to the office and get it.
As for broken mailboxes - hooligans, where are they not?!
