In your price range Id wait for the PSA Stainless Steel 18 upper to come back in stock. The Monster 16 barrel and Toolcraft BCG with a cheap hand guard will probably be about the only way to build an upper for around $400. I would not recommend Bear Creek Arsenal which are also sold by several other vendors like Midway AR Stoner. Way to many issue with BCA QC and it is to expensive to waste ammo and range time to find out you got a junk barrel.
