Yes, that would be it. You zero the gun first and then switch it on.
Because the gun's zero is never exactly the centre of a scope your scope will be no different. The manufacturer expects that guns will need the dot to go up or down to zero, which is equivalent of having an angled rail. Then the angle compensator kicks in but only after zeroing is complete. I really think you don't need to buy a rail to test this.
