The Howa Mini action will fit any 2 piece Remington 700 scope bases. Tac Ops makes a 24 MOA Two Piece scope base that should fit.

But be aware that 2 Piece bases will leave you with very little flexibility for proper eye relief for ring placement in scope mounting, as compared to a 1 Piece Pic Rail.
