I'm not a lawyer so don't have a definitive answer. But seems like a good break-down.
The real problem is two-fold:
On the one hand these mobs have a history of being planned and agitated from the side or rear, so no one knows how far they will go or how exactly they will act.
On the other hand if there is some beginning of law-breaking (again as in #1, not knowing how far it will progress) such that you call 911 or the police, by and large now they will NOT come unless there is a "life threatening situation" (whatever that means, as interpreted by some lib-mayor) .....
Leaving us once again with the old statement, now modified, that when seconds count, the police are HOURS away.
