My thinking is that the amount of ammo needed is proportional to how bad and how long the crisis is.
Katrina or L.A. Riots = 100's
Temporary break down of law and order for months = 1K
EMP, coronal discharge and Electrical grid being down for over a year = 5K
SHTF total breakdown of civilization = 25K
Planet of the Apes or Zombie Apocalypse = "Were going to need a bigger boat!"
I'm not sure how much ammo would be needed in a civil war, too many variables but having a lot wouldn't hurt.
