With his (unrealistic) price limitations he would be better off trying to find a used SS SWFA 10x42 for ~250. At least he gets a bigger objective.

I would up the budget to $250, in an attempt to get some optical quality.

In that range, here are the options at Natchez.

Not really unrealistic. Theres alot of guys using inexpensive budget optics out to 1000 yards.
