Try measuring the same pc of brass several times to rule out methods and tool. If youre consistent there, then measure each subsequent pc several times to establish consistency or lack thereof.
Another culprit could very well be springy brass that could use annealing.
If your press/die setup is solid, it should be one of those two scenarios causing problem. Then theres the 10mm case. Not the best comparator tool, but should be fairly consistent, depending on where its contacting shoulder, it may want to roll over or fall off shoulder. It shouldnt though at roughly .410. You may trim the 10mm brass, and chamfer/deburr just enough to remove burr to maybe improve consistency. Hope this helps.
