I agree buying a Howa mini and going from there is more economical route than buying a Model 7 and converting it.
If a person already had a 223 Model 7 and wanted to convert it the expense shouldn't be too bad.
The internal box mag and follower that comes with the Model 7 should work as is, so the only expense would be barrel, open bolt face, and install M16 extractor.

Yes, it came up but so long ago that not even I can remember when. At the time, no one made a bolt for the Grendel so that would take some work. And, not many made barrels, let alone a custom barrel.
I think the Remington Model 7 concept would result is something head and shoulders over what is out there now and the project would be way easier to accomplish today than even five years ago.
I think you ought to go for it.
