If they don't reload/handload they don't have the tools are knowledge to do anything about where a factory load is compared to the lands in their chamber.

Your understanding makes zero sense. I used the word CULLING to explain using the $20 tool with Factory Ammo. Shooting Factory Ammo with the Same OAL will be more accurate than shooting ammo that varies as much as .007" OAL difference out of the same ammo box. That alone improves accuracy and this statement applied to the Sinclair $20.00 Tool posting and not the Hornady Tooling Links that I posted. The shooter doesn't need to do anything but measure the OAL with the 20.00 Tool and group the same OAL measured ammo. The 20.00 tool gives the more accurate Ogive measurements than measuring off the tip of the bullet even if all one is doing is culling the same OAL factory ammo. I made it clear that the HORNADY Tooling allowed the measurement of the freebore and never stated that about the 20.00 Sinclair Tooling.

Accuracy is all about Consistency and that includes OAL measurements.
