i did the pencil line trick to make sure the holes were lined up. but after it still wouldnt work. i measured hole locations from the shoulder. found the hole on the gas block was on the very edge of sitting over the barrel hole. so what i did was after lining the pencile lines up i lightly tightened one set screw. then lightly tapped the gas block tight to the barrel shoulder, then finished torqing down.
