That is true. However, it does not answer my question: How is this petition supposed to stop BAWN?

If the BAWN folks get enough signatures, their proposition will go on the ballot regardless of how many people sign this guy's petition, right?

A petition, "with thousands of signatures sent to the legislatures" would show support to the opposition of any gun bans. If a legislator sees any possible way they could be turning the voters against them, "resulting in a failure for re-election" then there would be teeth in such a petition. So far, "the opposition has support from these groups" for this gun grab:
