Brass/dies issue or excessive headspace?

What you are probably seeing is variance with the press camimng not caming over as you adjust the die in and out. Either get a better press or get some redding competition shellholders. With the redding shell holders you can run max stroke on the press and adjust the bump by changing the shell holder. The shell holders are sized to bump in .002 increments.
