That is incorrect. 123 doesn't even catch up until 800 yards:
800 yards:
123 gr Hornady ELD, 20" BBL = +7 Mrads
100 gr Wolf Steel, 20" BBL = +7.1 Mrads.
Since pretty much nobody actually shoots 800 yards other than gong-play; for all practical and most extended ranges, the Wolf Steel is flatter trajectory (i.e. less sensative to accurate range estimation), than 123 gr.
