I had heard that the Navy has traditionally been low on the totem pole when it comes to small arms. I was just surprised they would still be using '03 Springfields when anyone alive now was in boot camp. I would've thought they'd have had M1 Garands by then.
My only exposure to the USN was when I was stationed on Midway Island for a year, during which time I never saw them with any rifles. But then, we took our M1 carbines to the range only once during that time, so the sailors probably were equally unaware of what we had.
