I would look into frangible ammunition if you are that worried about over penetration. I fully support it, they are easy to use, hold a lot of rounds, they have very little recoil, and most of all in my opinion they only send one projectile down range with each shot. Also buck shot will over penetrate more than a rifle plus you have a higher likelihood of having projectiles miss the target and keep going.
