I can recall for years OPFOR requesting a budget that would actually allow for more than just tactics and equipment.
IIRC it started to change around 2004.
When we did such training out of pocket, beg, borrow, creatively acquired, plus calling old friends we were able to provide an OPFOR experience that was so tough we were asked to take it back to 50% throttle.
Yeah, it is amazing how far some of the boys will go at their own expense and trouble at home to help.
