Between those choices, I would go with 1/4 MOA. Since 1 MOA is 10.47" at 1000yds, your clicks will move the strike of the projectile 2.6", if you can shoot that consistently. 1/8 MOA is 1.3" at 1000yds, so from my experience, 1/4 MOA clicks are plenty. You'll be dealing with way bigger problems at that range anyway, like the wind.
